DeLand, FL – The dissolution of Volusia County’s Revenue Division and the creation of a Treasury and Billing Division is another step in the transition as required by Florida Amendment 10. Volusia County Council members gave unanimous approval to ordinance 2020-19 which revises provisions within the code because of Amendment 10. Assistant County Attorney Heather Wallace explained that besides changing the name of the division, it includes deletion of references to the Department of Public Safety, the Elections Department, and the Property Appraisal Department. Business Services Director Jeaniene Jennings handled other transition items on the agenda. The first was the approval of two supplemental agreements. One between the Airport and the Sheriff’s Office and the other between the Sheriff’s and Emergency Management with the helicopter. The second is the participation agreements for the Tax Collector’s Office. County Manager George Recktenwald said the other constitutional officers, property appraiser, sheriff, and supervisor of elections have all agreed to their agreements. There’s a reason that the tax collector’s office is last. "This is the last one and that makes sense because obviously, we didn’t know who we would be dealing with until the election. As soon as we knew that person would be Will Roberts we started communication and went ahead with these agreements." Jennings thanked newly elected tax collector Will Roberts for really working with the transition team and getting the agreement together in a very short time. "The agreements that we are engaging will be H.R., risk, facility management, and finance, including accounting and information technology. Those are the agreements that we have in place. They will be included in our insurance and our benefits." The transition for Amendment 10 is complete on January 5, 2021.
